ACR'S TRAINING SECTION: 2003 MID-YEAR TRAINING CONFERENCE AND MEETING

"The Federal Equal Employment Opportunity (EEO) Program and Alternative
Dispute Resolution"

This conference is designed to help you to learn about the Equal Employment Opportunity (EEO) alternative dispute resolution process in the federal government. Trainers will learn about the U.S. Equal Employment Opportunity Commission (EEOC)'s complaint process and its alternative dispute resolution component. ACR's THIRD ANNUAL CONFERENCE: GEORGE MITCHELL TO DELIVER KEYNOTE ADDRESS
"The World of Conflict Resolution: A Mosaic of Possibilities"

ACR is pleased to announce that the former senator George J. Mitchell will present the closing keynote address at the 2003 ACR Annual Conference. Senator Mitchell (D-Maine) served for 15 years in the U.S. Senate and was the Majority Leader from 1985-1995. In the mid 1990s, Mitchell led the Clinton Administration's successful negotiations to achieve a peaceful political settlement in Northern Ireland and was nominated for the 1998 Nobel Peace Prize for his role in this effort. He currently chairs the Ethics Committee of the U.S. Olympic Committee, serves on the National Healthcare Commission and the International Crisis Group, and is Co-Chairman of the national commission investigating the September 11th terrorist attacks. Mitchell's early experience as a lawyer and judge, followed by his long and successful career in national and international diplomacy, make him a particularly appropriate speaker for an audience of conflict resolvers.

Volume 20, number 4 of Conflict Resolution Quarterly (CRQ), ACR's academic peer-reviewed journal, mails in early July. Please consider submitting to this landmark conflict resolution publication. MEMBERS IN THE NEWS
Members in the News, a subsection of the magazine's In Brief section, is the place for you to update your fellow ACR members on recent developments in your life and professional career. Found a new job in the field? Appointed to a new position? Received an award? Write and tell us about it! Submissions should be no longer than 50 - 100 words, should be accompanied by a photo in JPEG or TIFF format, scanned at 300 dpi (you may send a photo hard copy if an electronic version is not available), and should note your ACR membership status and history. Please note that we can only include news about you once per volume (4 issues). Submissions received in July will go into the Fall issue of the magazine, which mails in November.

BALANCING ACT
Balancing Act is a one-page department in the magazine focusing on members who are committed to developing themselves as whole persons, both inside and outside the workplace. Submissions of 500 to 600 words and photos should highlight an after-hours activity or hobby that enables you to feel centered and grounded outside of your busy life as an ADR professional. Please tell us about how this activity or hobby revitalizes you, helps you achieve balance in your personal life, feeds your intellect, and nurtures your soul. If you would like to present an idea for Balancing Act, please send us a short paragraph describing your hobby. If selected, we will then ask you to write a full page.

LEARNING MATTERS
We are always looking for short articles that discuss various aspects of conflict resolution education in schools, colleges, and other environments. If you have an experience to share, please let us know.

DIVERSITY PRACTICES
This section of the magazine is devoted to best practices in diversity and conflict resolution and highlights innovative strategies for effectively
responding to conflict within our increasingly diverse community. (For this department only, send submissions to Contributing Editor Dr. Benjamin Reese at reesources1@aol.com.)

CONFERENCE CALENDAR

[3] United States Consensus Council (USCC) Update
================================================

SIGNIFICANT PROGRESS MADE TOWARD CREATION OF USCC

Important progress was achieved recently in efforts to pass legislation to create the U.S. Consensus Council, a new organization designed to help Congress and the nation forge common ground solutions to major legislative policy issues. This effort has been organized and staffed by Search for Common Ground, in coordination with Consensus Council, Inc. (North Dakota), the Montana Consensus Council and the Policy Consensus Initiative. The USCC was endorsed by the ACR Board of Directors in July 2002.

On June 17, 2003, the Senate Governmental Affairs Committee unanimously approved S. 908, as amended, the U.S. Consensus Council Act of 2003. From here the bill moves to the Senate floor, with leadership from Senator Susan Collins (R-ME), the lead sponsor who also chairs the Governmental Affairs Committee. Congress has already approved, as part of the conference report to Public Law 108-7 (the Fiscal Year 2003 omnibus appropriations bill), $1 million in start up funds for the USCC, subject to the passage of authorizing legislation.

Efforts to pass a House bill also are underway. On June 12, 2003, Representative Dennis Rehberg (R-MT) introduced H.R. 2459, the nearly identical House companion bill to S. 908. Co-sponsors include Representatives Chet Edwards (D-TX), Jo Ann Emerson (R-MO), Edolphus Towns (D-NY), James Walsh (R-NY), Charles Stenholm (D-TX), Todd Platts (R-PA), and Earl Pomeroy (D-ND). The bill has been referred to the Committee on Government Reform. Backers of this initiative are seeking Congressional passage this year.

ACR BOARD APPROVES THREE CHAPTERS
ACR is pleased to announce the approval of three Chapters' Bylaws and Articles of Incorporation: ACR-Chicago, an existing ACR Chapter, and
ACR-Florida and ACR-Michigan Southeast, two new Chapters to ACR. Please see information below on how to join these chapters.


ACR-GNY CELEBRATES DIVERSITY AT ITS ANNUAL CONFERENCE
More than 100 dispute resolvers attended the Greater New York Chapter of ACR (ACR-GNY)'s successful Annual Conference this past June. The
conference theme was "Diversity: Celebrating the Fabric of the Conflict Resolution Field." The Chapter showed "Return to the Promised Land," the follow-up to the award-winning 1988 documentary by filmmaker Robert Gardner and Pulitzer Prize-winning former New York Times Middle East correspondent David K. Shipler. "Arab and Jew: Wounded Spirits in a Promised Land." The Chapter also honored Hon. Judith S. Kaye, Chief Judge of the New York State Court of Appeals with its 2003 ADR Achievement Award.


ACR-NEW ENGLAND TO HOLD REGIONAL ANNUAL CONFERENCE
The New England Chapter of ACR (NE-ACR) will hold its Annual Conference November 13-14, 2003 on "Beyond Dispute to the Conflict" with Keynote Speaker Bernie Mayer, Ph.D., ACR Board Director and author of Dynamics of Conflict Resolution: A Practitioner's Guide. EDUCATION SECTION
The Education Section is excited about the conflict resolution education offerings at ACR's Third Annual Conference. In addition to the many
workshops of interest to those in the Education Section, there will be Round Table discussions where Section members may share ideas and concerns. In addition, a pre-conference Education Section Meeting is scheduled for Thursday morning just prior to the opening plenary. Guests will include Sharon Bailey, NCPCR, Carolyn Benne, CNCR, Joanne Galindo, NAFCM, Cynthia Pon, Teaching Tolerance, and Simona Sharoni, PSJA. The second Education Section meeting will be held on Friday and followed by a reception from 7:00 - 8:30 pm. There will be yet another chance to network on Saturday afternoon after the conference closes.

The Education Section's newsletter, The Fourth R, will be available by the end of summer 2003! It will have a new face and many new features. Newsletter editor Macia Sweedler and her diverse and talented editorial board are working hard to create an exciting and revitalized publication for the Section.


RESTORATIVE AND CRIMINAL JUSTICE SECTION
The Restorative and Criminal Justice Section now has more than 140 members. Our first newsletter has gone out to Section members, thanks to the dedicated work of newsletter editor Marco Turk and ACR Publications Editor Mark Sawchuk. We also are collaborating on several projects with other mediation organizations and other Sections of ACR.

One of our goals is to introduce the restorative justice philosophy -- both within the United States and internationally -- to people who are not
familiar with the concept of healing the harm that has been done. Restorative Justice uses mediation and other dispute roesolution processes
to work with victims, offenders, communities and others involved in minor and serious crimes,

Our Section is promoting a "restorative mediation" initiative advanced by one of our Section members, Douglas Noll, who has written a book on the subject. Restorative mediation can be used in civil and criminal cases, or in cases such as embezzlement that have elements of both. It also can be used in situations that have relationship, financial and other kinds of issues, such as business or family matters.


TRAINING SECTION
ACR's Training Section will present its first mid-year training conference and meeting July 31-August 2, 2003 in Cocoa Beach, Florida. For more

WORKPLACE SECTION UPDATE

On May 17, the Leadership Council of the Workplace Section met to clarify the section's strategy and goals.

On May 28, the Workplace Section hosted a conference call with Judge James Tamm who discussed his work and research results from a study funded by the State of California, the William and Flora Hewlett Foundation and the Stuart Foundation. James Tamm, now Managing Director of the international consulting firm BCon Will Schutz Associates, reviewed the key elements necessary for large scale implementation of collaboration skills in an employment environment.

On June 13, the Workplace Section hosted an informative conference call with Peggy McNeive, Federal Mediation and Conciliation Service (FMCS) Acting Director of the Access to Neutrals Initiative. She discussed the background, the schedule and the process for being accepted as a Neutral with FMCS with this initiative. Over 200 people registered for this call. The official period for comments ends July 7, 2003. See http://www.fmcs.gov for more information. The Workplace Section's Public Policy Committee, in collaboration with ACR's Legislative/Public Policy Committee, is preparing comments to submit.
