CONFERENCE
"Moving Beyond Our Comfort Zone:
Exploring the Edges of Our Field"
April 24 - 26, 2003

The Environmental Public Policy Section
invites you to join your colleagues
for an exciting conference that will
focus on urban public policy conflicts,
different and emerging modes of practice,
and urban environmental justice issues,
paired with some dancing and great music.
The opening plenary will focus on the
cleanup of the Anacostia River, one
of the 10 most contaminated rivers in
the U.S. Cutting through Washington,
D.C., the Anacostia is a dividing line
in the social and political culture
of this city.
The opening panel of speakers will
feature prominent practitioners of different
modes of practice -- a mediator, a civic
engagement specialist, and an environmental
justice organizer. Following the presentation
of a situation assessment, plenary speakers
will share the kind of process they
might propose in this setting. Conference
participants and a panel of Anacostia
River stakeholders will be asked to
reflect on the various approaches.
There will also be sessions on urban
siting issues, community conferencing
(the intervention model imported from
New Zealand), the burgeoning collaborative
communities movement, and updates on
important projects from the U.S. Institute
for Environmental Conflict Resolution
and on the proposed U.S. Consensus Council.
Important Section business will also
be conducted, including a dialogue on
the potential of certifying advanced
practitioners and an opportunity for
strategic planning to guide our future.

NATIONAL YOUTH VIOLENCE PREVENTION WEEK
IS APRIL 7-11, 2003
ACR is a proud co-sponsor of the National
Youth Violence Prevention Week, April
7-11, 2003. This campaign is being coordinated
by the Guidance Channel and National
S.A.V.E. (Students Against Violence
Everywhere). The campaign's goal is
to raise awareness and educate K-12
students, teachers, school administrators,
counselors, school resource officers,
school staff, parents and the public
on effective ways to prevent or reduce
youth violence. The campaign will occur
over 5 days, each of which is sponsored
by a national organization:
Day 1: Promote Respect and Tolerance
(sponsored by the Constitutional Rights
Foundation, Chicago)
Day 2: Manage Your Anger (sponsored
by the American School Counselor Association)

DISTRICT OF COLUMBIA CHAPTER HOLDS
ANNUAL PROFESSIONAL DEVELOPMENT CONFERENCE
The District of Columbia Chapter will
hold its Annual Professional Development
Conference on Wednesday, April 16, 2003,
from 9:00 a.m. to 5:30 p.m. at the National
Institutes of Health in Bethesda, Maryland.
The keynote speaker will be Michael
Lang, former President of the Academy
of Family Mediators and author of The
Making of a Mediator. For more information,

HAWAII CHAPTER CELEBRATES ADR MONTH
2003
The month of April will once again
be declared Alternative Dispute Resolution
(ADR) month in Hawaii to recognize the
value of dispute resolution. Several
groups of ADR professionals, including
the ACR Hawaii Chapter, the Hawaii State
Bar Association Dispute Resolution Section,
the Mediation Center of the Pacific
and the University of Hawaii, are planning
a variety of activities for the month.
Some of the activities already scheduled
include:
*One-day conference on April 14, “Celebrating
Collaborative Leadership;”
*TV presentation on “You and the
Law in Hawaii” highlighting “New
Developments in Alternative Dispute
Resolution in Hawaii,” to be aired
live on April 11;
*Statewide Peer Mediation Conference
on April 4;
*Three-day mediation training conducted
by The Mediation Center of the Pacific
on April 25–27;
*Posters for Peace art contest for elementary
school student mediators; and
*A special supplement on conflict resolution
to be published in the Pacific Business
News (66,138 readers weekly).

NORTHERN CALIFORNIA CHAPTER HAS RECORD
ATTENDANCE AT CONFERENCE
Record attendance and enthusiasm greeted
the Annual Conference of the Association
for Dispute Resolution of Northern California,
(ADR-NC) a new chapter of ACR. Atop
the Holiday Inn in Emeryville, attendees
could glance across the Bay at San Francisco
as they listened to two thought-provoking
speakers and participated in a program
of interactive role-play and small group
discussion.
Ken Cloke, author of Mediating Dangerously,
and Judge Rebecca Westerfield, a top
Bay Area mediator, presented different
approaches to mediation. Cloke advocates
mediating from the heart, while Westerfield
is grounded in her values. They both
agreed on honesty, attention, and risk-taking
as essential to effective conflict resolution.
The ADR-NC business meeting reported
that the organization is solvent and
growing. Avelino “Pete”
De La Ossa received the annual Gil Lopez
Award for a person of color who has
made a significant contribution to the
field of mediation.

COURT SECTION CO-SPONSORS EAST COAST
COURT ADR MEETING
The Court Section of ACR is co-sponsoring
a regional Court ADR Administrators
Meeting, April 28 & 29 at the Belmont
Conference Center near Baltimore, Maryland.
The meeting is designed to give the
directors of court-based state offices
of ADR on the east coast (from Maine
to Florida) an opportunity to gather
informally to exchange ideas and information
and to form a supportive network of
peers.
Due to fiscal constraints, many state
court ADR administrators are unable
to travel to national ADR meetings.
For that reason, the cooperating organizations
are contributing funds to provide financial
assistance to those attending the meeting.
We anticipate that this meeting will
be well attended, spark enriching discussion
on issues of common concern, and further
the advancement of court annexed ADR
programs.

CRISIS NEGOTIATION SECTION TO OFFER
EXPERIENTIAL WORKSHOP IN STRATEGIES
AND TACTICS
Launched just over a year ago, the
Crisis Negotiation Section of the Association
for Conflict Resolution (ACR) has been
overwhelmed by the number of ACR members
and non-members who want to learn how
to apply law enforcement crisis negotiation
strategies to situations in their professional
lives: in family mediations and counseling
forums, school and workplace environments,
arbitration, legal settings, and other
conflict-related areas that have the
potential to become volatile or violent.
Support services offered by the Section
include the “Got A Problem?”
help line and an ongoing threaded discussion,
the “Crisis Negotiation Information”
service, available in the Member Center.
Now a brand-new service has been added:
non-experiential and experiential workshops
designed for conflict resolution practitioners
who want to learn crisis negotiation-based
nonviolent strategies and tactics. These
workshops equip attendees with the actual
training and skills needed to address
and assess theses situations directly.

CRISIS NEGOTIATION SECTION CO-CHAIR
OFFERS FREE, TERRORISM SEMINAR
Mitch Hammer, Co-Chair of ACR’s
Crisis Negotiation Section, recently
presented a free two-hour public seminar
on how to prepare for a crisis incident
a if terrorist attack occurred in the
Washington, D.C. area. Attended by 80
area residents and covered by televisions
station in the U.S., France, Sweden
and the Netherlands, the program discussed
such topics as how to develop your own
Personal Emergency Preparedness Plan,
how to talk to your children and to
other adults about emergency situations,
what personal skills are needed in a
crisis, and how public agencies respond
to a disaster event.

HEALTH CARE SECTION: MEMBERS IN THE
NEWS
Rob Robson, Co-Chair of ACR’s
Health Care Section, has co-coauthored
an article in the January 2003 edition
of “Risk Management in Canadian
Health Care.” The title of the
article is "Using Dispute Resolution
to Resolve Health Care Conflicts: An
Essential Tool in Hospital Risk Management."

In September 2002, Gail Siskind, Director
of Hearings and Pam Marshall, Manager
of Hearings at the College of Nurses
of Ontario, were presented with the
Dispute Resolution Award from the University
of Toronto Continuing Education division.
They won the award for their prize-winning
essay titled "In Search of Elegant
Outcomes in Complaint Resolution: The
Participative Resolution Program at
the College of Nurses of Ontario.”
The essay highlighted the College's
success in using ADR to resolve public

ONLINE DISPUTE RESOLUTION SECTION HOSTS
CYBERWEEK VIRTUAL HOSPITALITY SUITE
In February, the Online Dispute Resolution
(ODR) Section sponsored the premier
global ODR conference, ADR Cyberweek,
where participants from more than 40
countries discussed issues ranging from
e-government to online teaching to XML.
ACR's Online Section hosted a "Virtual
Hospitality Suite" for Cyberweek
attendees (http://www.odrnews.com/cyberweek.htm)
where Section Co-Chairs Colin Rule and
Alan Wiener served virtual drinks (bonus:
no hangovers), played a little swinging
music, and spread the word about the
benefits of ACR membership. They also
hosted an online chat session alongside
an open teleconference bridge where
visitors from all over the world could
drop by and say hello.
Cyberweek 2003 also hosted the final
round of the second International Competition
in Online Dispute Resolution (ICODR2),
a four-month competition with separate
arbitration, mediation, and negotiation
tracks. More than 50 teams from Sweden,
Ireland, France, Canada, New Zealand,
and the United States had entries evaluated
by more than 25 international dispute

ORGANIZATIONAL CONFLICT MANAGEMENT SECTION
TO HOST SECTION-WIDE CONFERENCE CALL
IN APRIL
OCM members will soon be receiving
an e-mail confirming the date for a
Section-wide conference call in April.
The purpose of the conference call is
to:
* Give all OCM members an opportunity
to hear about and shape the future of
OCM;
* Vote on key decisions that will affect
all members; and
* Highlight some exciting opportunities
for members to become engaged in the
Section’s immediate future.
We encourage members to attend this
call, which will be the first of several
discussions between now and the next
face-to-face Section meeting. The Annual
OCM Section Conference will take the
shape of a pre-conference day at the
ACR Annual Conference this October in
Orlando, Florida.
This is an exciting time to become
more actively involved with the OCM
Section. The Section is committed to
helping its members excel at developing
integrated organizational conflict management

RESTORATIVE AND CRIMINAL JUSTICE SECTION
LOOKING AT INNOVATIVE PROGRAMS AND TRAININGS
ACR’s Criminal Justice Section
received Board approval in February
to change its name to Restorative and
Criminal Justice. In keeping with the
new name, it will seek to educate criminal
justice systems in individual states
about the restorative justice philosophical
approach. The Section is focusing on
sharing information about innovative
programs in the areas of community justice,
criminal justice and the restorative
justice philosophy, and acting as a
resource for training in such areas
as family conferencing, peace circles,
and victim-offender mediation. It also
provides networking for members who
need particular expertise in individual
