[2] ACR Annual Fund Appeal

JOIN THE ACR ANNUAL FUND AND HELP
SUPPORT ACR
The Association for Conflict Resolution
Annual Fund is a voluntary giving
program established by the Board of
Directors. Tax-deductible donations
are
used to enhance ACR's programs and services
and help keep dues low. The
Annual Fund not only strengthens the
operating capacity of the
organization, but also allows ACR to
move forward with new initiatives to
enhance the practice and public understanding
of conflict resolution.
The Fund offers four levels of giving:
Founders' Circle $1000 -$10,000+
Sustaining Member $500+
Supporting Member $250+
Contributing Member $100+
ACR gratefully acknowledges contributions
at any level of giving. All
contributors will be featured in ACResolution
for one year (4 issues)
following the date of contribution.
Most importantly, contributors will

in the strength and
effectiveness of the Association for
Conflict Resolution.

[3] United States Consensus Council
Update
================================================
On October 9, the Senate Government
Affairs Committee approved Senate bill
(S.1651), as amended, which creates
the U.S. Consensus Council (USCC). If
this legislation passes and is signed
by the President, the USCC would primarily
serve Congress in promoting consensus-based
solutions to important national legislative
policy issues. The USCC’s role
would be to convene diverse stakeholders
on a particular issue and build agreements
among them that reflect “win/win,”
highest common denominator solutions.
The Council would be an independent,
nonprofit entity, on the model of the
United States Institute of Peace. It
could receive public and private funding.
Its Board of Directors would be appointed
by the bipartisan Congressional leadership.
Following action by the Committee there
was an unsuccessful attempt to gain
expedited consideration on the Senate
floor prior to the recess that began
late on October 17. To gain expedited
consideration required unanimous consent
and at the last minute, a hold was placed
on the bill by one or more Senate Republicans.
This means that the bill cannot go forward
unless that hold is lifted. Fortunately,
Congress is scheduled to re-convene
for a "lame duck" session
on November 12. There are plans during
the lame duck session to seek full Senate
approval. S. 1651 has substantial bipartisan
support and those leading the effort
for passage are optimistic that the
bill will continue its forward momentum.
The next step will be to seek approval
of the Senate bill by the House of Representatives.
According to W. Steve Lee, project
manager for the effort, “ACR’s
recent endorsement of the USCC has been
a tremendous boost to the bill's success
so far. As we approach the home stretch,
we need the continued support of ACR
members to keep the bill moving forward.”
Lee continues, “it is so important
for Members of Congress to hear that
people care about this bill and we urge
our colleagues in ACR to do as much
as they can before November 12.”
Suggested actions include:
1. Writing to your own Senators and
Senate Leadership, urging them to pass
the bill this year. In addition, because
of the hold it is especially important
for ACR members to communicate to the
Republican leadership -- Senators Trent
Lott (R-Miss.), Don Nickles (R-Okla.),
Larry Craig (R-Idaho), and Rick Santorum
(R-Pa.). Contact information is available

2. Writing to your own Member of the
House of Representatives, to the bipartisan
leadership of the House Government Reform
Committee, and to the bipartisan leadership
of the House as a whole, urging them
to pass the USCC legislation. Addresses,

[4] 2003 James Boskey Dispute Resolution
Essay Competition

CALL FOR SUBMISSIONS: 2003 BOSKEY
DISPUTE RESOLUTION ESSAY COMPETITION
The Boskey Essay Competition, a collaboration
between the Association for Conflict
Resolution and the ABA Section of Dispute
Resolution, honors the memory of James
B. Boskey. Boskey, a humanitarian, law
professor, and mediator, became known
and beloved the world over for his publication
of The Alternative Newsletter, a resource
guide on ADR published quarterly. The
newsletter was in its tenth year when
Mr. Boskey died in 1999. The publication
provided a comprehensive yet very accessible
window into the diverse dimensions of
the ADR field. In many respects, Jim
Boskey -- through The Alternative Newsletter
-- was the voice of the ADR community.
The deadline for entries in the 2003
Boskey Dispute Resolution Essay Competition
is May 30, 2003. All graduate students
and law students enrolled in ABA accredited
schools are encouraged to submit an
essay on a topic of their choice related
to dispute resolution. The winning essay
in each of two categories -- graduate
student and law student -- is awarded
a prize of $1,000. For more information

ACR WELCOMES NEW BOARD DIRECTOR FOR
CHAPTERS
The ACR Chapter Network would like
to extend our congratulations and thanks
to one of ACR’s new Board Directors,
Diane Kenty, Director for Chapters.
Diane has hit the ground running and
has been instrumental in developing
the policies and procedures to solidify
all of the hard work that the ACR Chapters
are doing. Diane formerly served as
President of the ACR-New England Chapter
from April, 2000 through April, 2002
and has been a member of the ACR-NE
Chapter’s Board since 1997. She
was a member of the ACR Chapter Task
Force in 1999 and is now Chair of the
ACR International Chapter Task Force.
Diane describes her commitment to ACR’s
members and the Chapter network: “ACR
stands on the threshold of a new era,
with big new challenges. We have come
through the beginning of the merger
process, but ACR is just barely beyond
genesis. At this critical time in our
organization’s history, ACR needs
leaders who can build on the gains of
the past two years. I believe that I

ACR CRISIS NEGOTIATION SECTION: "GOT
A PROBLEM?"
ACR's Crisis Negotiation Section now
offers a "Crisis Negotiation Help
Line," available to its Section
members. Because conflict resolution
professionals typically are trained
in how to resolve conflict under conditions
that are free from threat and violence,
they often feel unprepared if that violence-free
boundary is crossed. Dr. Mitchell R.
Hammer and Agent Greg Vecchi, Co-Chairs
of the Crisis Negotiation Section, are
available to offer assessment, proactive
and reactive strategies, and consultation
to conflict resolution professionals
who believe this violence-free zone
may be crossed in the immediate future,
or who need immediate advice on a current
situation. If you would like to join
the Crisis Negotiation Section to take

Mitch Hammer, Co-Chair of the Crisis
Negotiation Section, has written an
article titled "World Destruction:
A Cultural Analysis of a Threat Communiqué,"
printed in the September 2002 issue
of the FBI Law Enforcement Bulletin.
The article presents the step-by-step
analysis he used to review a letter
whose author threatened to release chemical-biological
weapons in cities around the world.
A government agency asked Dr. Hammer
to determine if the letter was a real
threat or a hoax. We invite you to read

Funding/Finance, and Advanced Practitioner

ACR FAMILY SECTION
Old friends, new ideas and a beautiful
setting are at the heart of the 2003
ACR Family Section Conference, "A
Family Affair: Making Room at the Table,"
to be held July 10–13 in Denver,
Colorado. Family mediation makes room
at the table for mediation of divorce;
custody; parent and child; adoption;
permanency planning; adult guardianship;
family business; elder issues; cohabitation;
same sex relationships; and mediation
within the family. The table also includes
the many styles and philosophies of
family mediation such as facilitative,
transformative, and evaluative mediation;
and the challenges and opportunities
facing mediators such as diversity,
ethics and standards.
The ACR Family Section Planning Program
Committee solicits proposals that includes
all at the table. The committee welcomes
proposals that will enable mediators
with different styles, philosophies,
and levels of experience to explore
controversial topics and learn from
each other. Whether you have attended
family mediation conferences before
or are new to these conferences, we

to deliver more comprehensive services.
